Elements of a World Class Education System
The Kirwan Commission has heard reports and presentations from the National Conference of State Legislatures (NCSL) and the National Center on Education and the Economy (NCEE).
Both organizations have done extensive research regarding the elements and conditions found in high-performing school systems.
In August 2016, NCSL published the report "No Time to Lose," that identified four common elements present in nearly every high-performing public school system.

In 2014, the Commonwealth of Kentucky asked NCEE to help them engage in a process that could lead the state to create policies designed to enable Kentucky to match the performance of the top-performing nations in education. The process we helped Kentucky design required us to boil down what we had learned into a concise and easily grasped document. That was the specific purpose for which the 9 Building Blocks document was first developed.
Below, the 4 elements are correlated to the 9 building blocks.
